To OP.

This first time I see this. Reminds me of easy language from tradestation which seems to be designed to support a limited set of "technical" trading strategies and not so much more.

Exactly what is the language? And what is library/framework/platform?

Looking at this line from your example:

SKVOL>0 AND HIGH>=SKPRICE*(1+STOPLOSS*0.01),BP;

What is going on here? Where are the names SKVOL, HIGH, SKPRICE, STOPLOSS, BP defined? What is the meaning of the comma semicolon construct that appears to seperate the two expressions SKVOL... and BP?

The point is it is hard to evaluate a language from an example alone.
