Is this a portent of Vanguard trying to not "break the buck"? Or is it a portent of negative rates?

Sign of the times maybe. In the crisis the most tsy the fed did was $120B a month. Now they’re doing $70B a day.

Thoughts, could be dumb things like:
1. Portfolio mandate limits (depth/redemption guarantees)
2. In the prospectus warranting (to investors) on performance i.e. positive yield only.
3. AMC as % of returns etc.

I.e.: READ THE DOCS! There'll be some nuances.
